الاغتيالات والتهديدات ضد الأكاديميين في العراق تستمر دون أن تتوقف أو تتضاءل، رغم تفاؤل التقارير الصحفية بانخفاض مستوى العنف بدرجة مثيرة، والتصريحات المتضخمة المتكررة لحكومة الاحتلال فيما يتعلق بـ \"المصالحة\" reconciliation. في 21 إبريل صارت أستاذة جامعية في الموصل (شمال العراق) آخر ضحية لحملة تصفية أهل الفكر والخبرة في العراق. بينما تعرض، الشهر الماضي، أحمد مراد شهاب- الأستاذ بجامعة الموصل- كلية الإدارة والاقتصاد- لإطلاق رصاص قاتل fatally shot في الطرف الغربي من المدينة.

بعض الأكاديميين العراقيين ممن هربوا إلى المنافي نتيجة العنف والاضطهاد، يعودون على مضض إلى البلاد. ليس استجابة لدعوة حكومة الاحتلال الدُميّة، بل وفيما عدا صعوبات الحياة التي يواجهونها في الخارج- البطالة وعدم السماح لهم بممارسة اختصاصاتهم- فقد نفدت مدخراتهم، علاوة على رفض الدول الغربية منحهم صفة لاجئين سياسيين نتيجة لما يُقال من "تحسن" improvement الظروف الأمنية في العراق، في حين أن دول الجوار عاجزة عن توفير متطلباتهم الحياتية.


مع المعرفة الكاملة للأدلة المتضمنة بأن العودة لا زالت تؤسس لمخاطر تهدد حياتهم، فإن بلداناً عديدة تستمر بترحيل deport اللاجئين العراقيين وإعادتهم إلى بلادهم. فالحكومة السويدية، على سبيل المثال، تطرد expel وبشكل منظم الأكاديميين العراقيين (وغيرهم) من أراضيها. تسلمنا في الشهر الماضي طلبين requests من أكاديميين عراقيين لمساعدتهم بشأن إجراءات اللجوء. كتب ناشط سويدي: "تُتخذ إجراءات عديدة في السويد في سياق الترحيل الجماعي mass deportation بحق لاجئين عراقيين، وتعمل اللجان المدافعة عن حق اللجوء بقوة مع محامين للضغط على الحكومة السويدية، لكن الحصيلة ضحلة."

في مؤتمر على مدى يومين لإغراء أصحاب الكفاءات والخبرات العراقيين في الخارج العودة إلى العراق بعد سنوات من الحرب، المقاطعة، والعنف الطائفي (وليد الاحتلال) والتي دفعتهم إلى المنافي.. سأل رئيس حكومة الاحتلال (المالكي) نخبة من هؤلاء المهجرين المنتشرين في الشتات elite diaspora: المساعدة على إعادة بناء العراق، بقوله: "لا يمكن إعادة بناء البلد بدونكم.. لا نستطيع أن نتولى هذه المسؤولية في غيابكم وفي غياب المؤهلات والخبرات التي تمتلكونها." لكن هؤلاء الأكاديميين ممن يعودون يجدون أمامهم قلة من فرص العمل وترحيباً فاتراً.

عالم الفيزياء النووي العراقي الأستاذ الدكتور إسماعيل خليل جاسم التكريتي، اختفى منذ أربعة أشهر في الجادرية/ الكرادة- بغداد. تمت دعوته (من ليبيا) من قبل وزارة التعليم العالي والبحث العلمي لزيارة العراق. وعدته الوزارة بتعيينه رئيساً لجامعة صلاح الدين- تكريت. بعد وصوله ومقابلة الرسميين المعنيين في الوزارة، ذهب لزيارة منزله في منطقة الجادرية لأخذ كتبه، أبحاثه، ومتطلباته. ذاك كان آخر مرة شوهد فيها. لا تعرف عائلته ماذا تفعل، وهي خائفة من توجيه اتهام لأي طرف. ويتصورون بأنه اختطفkidnapped، وربما قُتل من قبل مليشيات المنطقة. وتقع منطقة الجادرية تحت النفوذ الكامل لفيلق بدر الخاضع لسطوة عبدالعزيز الحكيم- رئيس المجلس (الإسلامي) الأعلى وولده. ونحن نُحمل وزارة التعليم العالي المسؤولية الكاملة بشأن هذا الاختفاء المريب.


بتاريخ 25 مارس، استعرض كل من وزير التعليم العالي والبحث العلمي الدكتور عبد ذياب العجيلي ووزير حقوق الإنسان الدكتور سالم أديب سبل توقيع مذكرة للتعاون الثقافي والعلمي لتعزيز التعاون المشترك بين الوزارتين.

إذا كان وزير التعليم العالي مهتماً حقاًً بحقوق الإنسان للعاملين في وزارته، عندئذ وجب عليه أن يبدأ التحقيق في ملابسات الاغتيالات الوحشية لـ 418 من الأكاديميين العراقيين، حيث وثّقتها محكمة بروكسل Brussell Tribunal!! وإذا كان وزير التعليم العالي جاداً serious حقاً بشأن الطلب من المجتمع الأكاديمي العراقي في المنافي العودة إلى البلاد، عندئذ عليه أن يضمن سلامتهم، على الأقل!!


إن محكمة بروكسل تبعث بهذه الدعوة العاجلة لكشف أي قدر من المعلومات بخصوص مصير الدكتور إسماعيل خليل جاسم التكريتي. كما ونوجه تحذيراً لكل الأكاديميين ممن تمت دعوتهم للعودة إلى العراق أن يكونوا واعين aware بشأن هذه الممارسات الإجرامية المستمرة في العراق.


إن حكومة الاحتلال الدُميّة، بخاصة وزير التعليم العالي، يتحملون مسؤولية إجراء تحقيق حول كيفية إختفاء الدكتور التكريتي، وضمان سلامته وحسن معاملته واتخاذ مبادرات فعلية لإنهاء الانتهاكات والتهديدات ضد الأكاديميين العراقيين.

كما وندعو كافة المؤسسات والاتحادات الأكاديمية.. كافة منظمات ومؤسسات حقوق الإنسان.. وكل من يؤمن بالعلم وحرية الفكر، أن يتخذوا الخطوات اللازمة لضمان سلامة الأستاذ الدكتور إسماعيل خليل جاسم التكريتي، وفي سياق حملة شاملة لحماية الأكاديميين العراقيين.
